It depends on whether the buyer has previously received a housing subsidy and the applicable eligibility circumstances.
A resale levy generally applies when someone who has previously enjoyed a housing subsidy purchases another subsidised home. HDB includes an EC purchased directly from a developer within its definition of subsidised housing for resale-levy purposes. Buyers should therefore check their individual resale-levy liability before booking.
New EC buyers must satisfy HDB's eligibility requirements, including citizenship, family-nucleus, age, income and property-ownership conditions.
For Wynwood Grand specifically, the applicable household income ceiling should be S$16,000 per month, because HDB's new S$18,000 ceiling applies to EC sites with tender closing dates on or after 24 August 2026, whereas the CDL Woodlands Drive 17 tender closed in August 2025. Applicants must also satisfy HDB's rules concerning ownership or disposal of private residential property.
Wynwood Grand EC should be subject to a 5-year Minimum Occupation Period (MOP).
HDB states that the new 10-year MOP applies to EC projects where the land-sale tender closed on or after 8 May 2026. The CDL Woodlands Drive 17 tender for Wynwood Grand closed on 5 August 2025, before this cut-off.
The MOP is calculated from the project's Temporary Occupation Permit (TOP) date, not from the date you purchase the unit.
